So... you have a "localhost" environment using Apache on a Linux machine.
You did not mention whether this was a fresh install of Apache on the server. Chances are the mod_rewrite module is not enabled within Apache itself... and if it isn't... Apache will not be able to rewrite the URLs as the .htaccess file is instructing it to do.

You can check to see of the mod_rewrite module is enabled by looking in Apache's httpd.conf (configuration) file. It is located in - apache/conf folder in my installation.
1 - Switch off the Apache Server.
2 -  Open the file in your good code editor and search for -  LoadModule rewrite_module modules/mod_rewrite.so
      (line 118 in my httpd.conf file). If it has a #-sign before it... remove that sign to enable the string.
3 - Restart Apache and see if that makes a difference.

If the #-sign was not there, then it was already enabled... and the problem is elsewhere.

So, I checked the httpd.conf file and LoadModule rewrite_module is enabled. The problem seems to be elsewhere. Just can't figure it out. I'll keep trying and see what I can find.
