Add cookie detection at admin login

My suggestion is to add cookie detection so that if a user attempts to log in and does not have cookies enabled, it alerts the user that cookies are required to continue.  SNews' current behavior is to allow a login without cookies, but not allow  any tasks to be performed.  (Clicking on add new category, add new page, settings, etc. currently results in a "content not found.")

That is kind of odd how sNews allows this to occur.  Ideally if cookies are disabled an error message should appear and the user is redirected back to the home page or something, not the admin panel.
