massively massive server overload with mod_rewrite

This problem caused me a week of agony.  I think it might be my server configuration but I wanted to report this anyways   It's has nothing to do with the script but a line in the httacces file. Anyways I posted a thread at webhostingtalk.com looking for advice on why my server was experiencing loads of 40-80% for like 10 hours straight.

Basically this line caused me the headache

I'm running Apache v3.2.0 Build 4453.  If anyone is experiencing some kinda problem it could be because of that line.  The problem could be configuration issues with softwares I use to run my server. 

I was using 1.4 but I notice the same line in 1.7.  This is probably a unique case and probably won't happen to anyone else but if it does I hope this thread helps you.

I've been reading the thread, but it is kinda confusing. Could you explain what happened there?
Did you simply delete RewriteCond %{REQUEST_FILENAME} -f or did you replace it?
