Okey I now see why I don't have this file.
I have the lite version (1.6.6) of Xampp.
I have to upgrade to the last and full version:1.6.7.
Be back later on.

Upgrade has been done.
httpd.conf and php.ini has been set to UTF.

I'm trying to fix it locally but don't kno where to look for and where I should paste it.
In a "my.ini" file? ???

my.ini is located in your mysql folder (old name: my.cnf ). It is a CoNFiguration file or INIitialization file.
... but despite, I am not able to find this bloody file!
How does it look? Can you post it?

The my.cnf file is located in the xampp/mysql/bin/ folder, if your version is using it.
I am still using xampp for XP version 1.4.15 and this version is using this file.
When you view the contents of the xampp/mysql/bin folder in a Windows XP Explorer panel... the file (In my version) is the 3rd file in the list:
    - comp-err
    - libmysql.dll
    - my
... if you view your files in "thumbnail" mode... it will have a desktop computer icon on top of a globe image with an arrow in the bottom-left corner of the icon border. It's name will only be my with no file extension showing.

When you open it in a good code editor... the first line at the top would be something like this...
        # Example MySQL config file for small systems.
and below it... will be a short explanation that this file "is for a system with little memory where MySQL is only used from time to time..."

found it  :-[ and applied all UTF-8 settings...
now it works locally!

After more research on this .... 
What happens is this:
- Up to mysql 4.1, mysql uses the characterset, that is set in the database.
- mysql > 4.1 uses the characterset suggested during the handshake with the client (php, that is).
- The default characterset, used by php is latin1
- If skip-character-set-client-handshake is set in mysql, then mysql will use the characterset, set for that table or field. skip-character-set-client-handshake was implemented for the JCK audience.

However,  skip-character-set-client-handshake can only be added if someone has got access to my.ini/my.cnf. That's most likely, not the case.
So the only recommended way to solve this, is putting
mysql_query('SET NAMES utf8'); in snews.php somewhere after db_connect but before any serious query (next line would be fine ;)).

One thing we have to consider: It can make an existing website look weird (funny characters).
For that reason, I think it should not be default in 1.6.
Any suggestions?
