I've just found a free & tiny file manager that can do the same thing. That is Far manager

simple solution:

- open prompt
   (in vista click start icon, type in cmd.exe in program search menu, open it)
- navigate to file htaccess.txt folder
   ("dir" to view folders/files in current directory, "cd .." to go to up a folder level, "cd foldername" to move into a folder in your current directory)
- rename file
   ("rename htaccess.txt .htaccess")

You linux users should appreciate that MS lets you get things done using command line :)

OK, I know this thread is ancient, but it it sounds like he just needed to enable viewing of hidden files (denoted by the . prefix), this should correct that.

1. Click the Start button in the left corner
2. Click Control Panel
3. Click Folder Options
4. Click the View tab
5. Click Show hidden files and folders
6. Unclick Hide protected operating system files if you want to see system files too
7. Click OK
